Short answer
Batman v Superman: Dawn of Justice filmed extensively in and around Detroit. Instead of portraying Detroit, the production used the city’s scale, industrial spaces, and monumental architecture to construct parts of Gotham and Metropolis.

Detroit can look civic, industrial, ornate, abandoned, futuristic, or severe within a short distance. That density of contrasting environments gave the production multiple fictional cities without leaving the region.
